Phil Leary has strong ties with the agricultural sector and thirty years of experience in the fields of public policy, planning, education, environmental, health care, and working for local, state government and the private sector.
Within the real estate industry, he is president of Leary Governmental Affairs Consultants, Inc. and represents public and private sector clients on legislative, policy, environmental permitting, agriculture, planning/zoning and land use issues at local, state, and federal government levels. Specific areas of representation include public policy, environmental regulatory programs, economic development, growth management, private property rights, land and water use.From 1993 to 2004, he served as Director of Government and Community Affairs for the Florida Farm Bureau Federation, the largest general farm membership organization in the state of Florida. There, he represented Farm Bureau policy positions as they pertained to local government, State legislature, and U. S. Congress, with direct responsibilities for agriculture production issues relating to regulatory agency rule making and implementation.
Formerly, Leary was Planning and Development Director for Clay County and Putnam County, and worked four years as Water Resource Specialist with St. Johns River Water Management District.
Leary received a Bachelor of Science Degree in Agriculture, Natural Resources and Environmental Economics, with Certificate Minor in Environmental Studies from the University of Florida. He completed post graduate work in public administration, policy, and planning at the University of North Florida. He resides in Palatka, FL
He is a member of the American Institute of Certified Planners (AICP), Florida and American Planning Associations, Florida and American Farm Bureau Federations, Florida Forestry Association, University of Florida Alumni Association, Florida Association of Professional Lobbyists, and the Alpha Gamma Rho Fraternity.
