The real estate community at large used this definition and standards to assemble a short list of industry "Notables" to include powerful movers and shakers including Alan Greenspan, four-term chairman of the Federal Reserve Board and Florida's own, Dean Saunders for his role as a pioneer in the sale of conservation easements. The concept of conservation easements in Florida was implemented with the passage of the Green Swamp Land Authority in 1994, creating the first state agency to purchase development rights from landowners. As a member of the Florida Legislature at that time, Saunders led these actions because he strongly believed that this was a win-win for protecting the land from development and preserving the integrity of private property rights.
Today, the purchase of conservation easements has become widely accepted and Florida has emerged as a leader in this burgeoning area.
