Dean Saunders, Founder, Managing Director and Senior Advisor at Saunders Real Estate, recently joined Florida Trend’s Executive Perspective podcast for a wide-ranging conversation about those issues and the experiences that have shaped his approach to business, public service and leadership in Florida.

An eighth-generation Floridian, Saunders has built a career spanning agriculture, real estate and government. Before founding Saunders Real Estate in 1996, he worked in the U.S. Senate and served in the Florida House of Representatives from 1992 to 1996. During the podcast, Saunders reflected on how those experiences gave him a firsthand understanding of the opportunities and challenges that come with Florida’s continued growth.

One of the topics Saunders explored during the Florida Trend conversation was the relationship between land conservation and private property rights, an issue he worked on while serving in the Florida Legislature.

Saunders discussed his efforts to find a way to preserve environmentally significant and agricultural land without requiring landowners to give up ownership. Those efforts led him to help develop legislation creating the Green Swamp Land Authority, the first state entity established to purchase development rights from private landowners. The concept allowed landowners to voluntarily sell development rights while retaining ownership of their property.

“I told them that this was a way to protect the integrity of property rights but still conserve the parts of Florida that we all love,” Saunders said during the podcast.

The Green Swamp initiative became an early model for the use of conservation easements in Florida, demonstrating that land conservation and private property rights did not have to be competing interests. The approach was ultimately signed into law by then-Gov. Lawton Chiles and helped lay the groundwork for conservation easement programs that have since become widely used by government agencies and landowners across Florida.

“You know, the landowners and the environmental community have a lot of same goals. They just don’t speak the same language,” Saunders told Florida Trend.

The podcast conversation also touched on another lasting initiative from Saunders’ time in public office: the effort that led to the creation of the Florida Bright Futures Scholarship Program.

Saunders recalled learning about Georgia’s HOPE Scholarship, which used lottery proceeds to provide merit-based college scholarships, and recognizing the potential for a similar program in Florida. He contacted Florida’s education commissioner about the concept and learned that education officials were already exploring legislation based on a similar idea. Saunders then agreed to carry the legislation in the Florida House, helping advance what ultimately became Florida Bright Futures.

The program created a pathway for qualifying Florida high school graduates to receive lottery-funded financial assistance for higher education in the state. During his conversation with Florida Trend, Saunders reflected on the initiative as one example of how ideas can move from identifying a problem to creating a practical solution with a lasting impact.

The discussion then turned to Florida real estate and the landowners Saunders has worked with throughout his career.

Saunders explained how his background in agriculture, government and land policy has influenced his approach to real estate, particularly when working with families making consequential decisions about property they may have owned for generations.

For those landowners, he noted, the decision is not always simply about selling a property. Families may be weighing development opportunities against agriculture, conservation, succession and the long-term legacy of their land.

During the podcast, Saunders recalled one agricultural conservation project that took 11 years to complete, illustrating the persistence sometimes required to accomplish a landowner’s long-term objectives.

“I tell people, I’m like a dog with a bone,” Saunders said. “Having a little bit of the ability to get it done and tenacity to get it done — that’s what they wanted to do, and I took satisfaction in knowing I was able to get that accomplished for them.”

As population growth increases pressure on agricultural and undeveloped land, his perspective centers on finding solutions that balance economic opportunity, private property rights and responsible land stewardship.
